Residential solid waste shall be stored in containers of not less than 20 gallons in nominal capacity. Containers shall be fitted with a lid and shall be properly covered at all times except when depositing waste therein or removing the contents thereof. The container shall be of sturdy construction. Galvanized metal containers, or rubber, fiberglass or plastic containers which do not become brittle in cold weather, may be used. Disposable solid waste containers with suitable frames or containers as approved by the administrative authority may also be used for storage of residential solid waste. The occupant of every dwelling unit and two-family dwelling units shall keep the solid waste containers and area surrounding them in a clean, neat and sanitary condition.

It shall be a violation of this article for a solid waste collector to pick up prior to 6:00 a.m. for residential solid waste/trash. It shall be a violation of this article for a solid waste collector to pick up prior to 3:00 a.m. for commercial and industrial solid waste/trash. If this section is violated, then said violation may result in the solid waste collector being subjected to a fine not to exceed $500.00 per violation.

It shall be a violation of this article for a solid waste collector to not have a valid city license issued by and through the Frontenac City Clerk and or his/her designee. Such city license must be renewed annually. Any solid waste collector operating within the city limits of Frontenac, Kansas, that has not secured a valid city license shall be found in violation of this article and may be subject to a fine not to exceed one hundred dollars ($100.00) per day for every day that said solid waste collector operates within the city limits without purchasing a city license.
