(a)   The laws of the City of Frontenac shall extend to and cover all of the public parks in the city limits of Frontenac.

(b)   The police department of the City of Frontenac shall have full power to enforce city laws governing the public parks in the City of Frontenac and shall maintain order within the public parks.

(1)   The governing body, the city administrator and the chief of police may adopt and make public certain regulations or rules governing activity within the public parks, access to the public parks, or for the maintenance of the parks. Each rule or regulation adopted and approved by the governing body shall be posted and in a conspicuous place in each public park to which it applies and a violation of said rule or regulation shall be a violation of this article.

(c)   The following prohibitions apply to all public parks in the city limits of Frontenac, except as provided by another article or subsection of this Chapter or by other Ordinance passed by the Governing Body of the City of Frontenac;

(1)   It shall be unlawful for any person to shoot or discharge weapons or firearms within the boundaries of any public park in the city limits of Frontenac. This provision shall not apply to duly authorized law enforcement officers in the performance of official duty.

(2)   It shall be unlawful for any person to pursue, catch, trap, maim, kill, shoot or take any wildlife, either bird or animal, in any manner at any time while in the boundaries of any public park in the city limits of Frontenac.

(3)   It shall be unlawful for any person to build or kindle any fire in any public park in the city limits of Frontenac except in certain ovens, stoves, grills, or pits provided for such purpose by the City; any such fire must be fully extinguished by the person or persons that started such fire immediately after use thereof.

(4)   It shall be unlawful to camp overnight within a public park in the city limits of Frontenac, except where it has been posted to allow for camping.

(5)   It shall be unlawful for any person or persons of any age to use, consume, or possess in the boundaries of any public park in the city limits of Frontenac any alcoholic liquor or cereal malt beverage.

(6)   It shall be unlawful for any person or persons of any age, to use, consume, or possess in the boundaries of any public park in the city limits of Frontenac, any cigarettes, cigars, cigarillos, electronic cigarette, or any other product or device that emits or produces a smoke, vape, or gas when used, except in areas designated and posted by the City as smoking areas.

(7)   It shall be unlawful for any person or persons to willfully or wantonly remove, injure, tarnish, deface, damage or destroy any building, walk, bench, tree, structure or any other fixture maintained by the City or any other property owned by the City within the boundaries of the public parks in the City limits of Frontenac. 

(d)   A violation of any provision of this article shall constitute an unclassified misdemeanor punishable by a fine not to exceed $500.

(a)   Motor vehicles, including any vehicle licensed to operate on public streets, roads and highways and motorbikes, go-carts, snowmobiles, and other motorized off-the-road vehicles, as defined by K.S.A. 8-126 et seq., shall be operated in a safe and prudent manner at all times in park areas.

(b)   Except as provided in subsection (d), it shall be unlawful for any person to park any motor vehicle in any area not designated for such purpose.

(c)   Except as provided in subsection (d), it shall be unlawful for any person to operate any motor vehicle within any city park except upon roads, drives, and parking areas established by the city.

(d)   Subsection (b) and (c) shall not apply to authorized city employees in the maintenance and care of the park or to law enforcement officers in the performance of official duty. 

(e)   It shall be unlawful to operate any such vehicle in any public park within the city limits of Frontenac in excess of 20 m.p.h.

(a)   It shall be unlawful for any person, except duly authorized city employees, to take, injure, or disturb any live or dead tree, plant, shrub, flower or vegetation within the boundaries of any public park in the city limits of Frontenac.

(b)   It shall be unlawful for any person, except duly authorized city employees, to change, alter, or otherwise interfere with the natural state of the public parks in the city limits of Frontenac.

(c)   All waste material, paper, trash, rubbish, tin cans, bottles, garbage and refuse of any kind whatsoever shall be deposited in disposal containers provided for such purposes. No such waste or contaminating material shall be discarded in the public parks.

(d)   No sticks, stones, trash, or other objects shall be thrown or discarded in or on any public park lands, fountains, pools, drinking fountains, sanitary facilities, or other structures or improvements maintained by the City.

It shall be unlawful for any person, without prior permission or permit, to visit, loiter about, or be found in any public park in the city limits of Frontenac between the hours of 12:00 a.m. and 5:00 a.m.

The city may post such rules and regulations, as are approved by the governing body, pertaining to the use of the city parks in a conspicuous place in each city park. Violations of these posted rules shall constitute a violation of this article.
